<p>As to the use made of the Waste by the Westminster<lb/>
Scholars, as a place of exercise, there seems reason to think,<lb/>
that in point of <hi rend="underline">right</hi>, it has something more determinate than<lb/>
mere <hi rend="underline">usage</hi> in support of it: and that it is grounded on the<lb/>
Charter of Queen Elizabeth, which is the Charter of Foundation of<lb/>
that School. &#x2014; For, in a pamphlet by D<hi rend="superscript"><hi rend="underline">r</hi> Christ<hi rend="superscript"><hi rend="underline">r</hi> Wilson, <gap/><lb/>
<unclear>bendary</unclear> of Westminster, published in 1757, in opposition to the<lb/>
Plan for making a Square in Deans Yard for the benefit of<lb/>
the School, it is said "<hi rend="underline">that the Royal and illustrious Foundress</hi><lb/>
<hi rend="underline">"providing and assigning the very place, where the youths were</hi><lb/>
<hi rend="underline">"to recreate themselves out of School hours, had shown <add>herself</add> as</hi><lb/>
<hi rend="underline">"careful of their health and Liberty, as of their Studies and</hi><lb/>

<p>Among the numerous Classes of cases, in which specific<lb/>
rights of property are every day made to give way to public<lb/>
<unclear>exigence</unclear> or even convenience, an instance is perhaps hardly<lb/>
to be found, of a change so pregnant with advantage<lb/>
to the general mass of Interests concerned, and at the same<lb/>
time so clear of hardship. To the <hi rend="underline">neighbourhood</hi>, it would<lb/>
afford not only a <hi rend="underline">negative</hi> Security, by the removal of the<lb/>
source of danger above indicated, but a <hi rend="underline">positive</hi> safeguard of<lb/>
no mean account. For the Security of the <hi rend="underline">Penitentiary House</hi><lb/>
itself, a numerous Watch, upon a Plan of uninterrupted<lb/>
attendance, will be kept, <hi rend="underline">without</hi> as well as <hi rend="underline">within</hi> the House;<lb/>
<hi rend="underline">night</hi> as well as <hi rend="underline">day</hi>: so that at <hi rend="underline">all</hi> hours there will be an<lb/>
<hi rend="underline">armed force</hi> upon the Spot, unexposed <unclear>&</unclear> those <hi rend="underline">jealousies</hi>, which<lb/>
are apt to narrow the protection derivable from the <hi rend="underline">military</hi>,<lb/>
and in readiness to act, at a <hi rend="underline">moment's</hi> warning, for the<lb/>
quelling of Tumults, or apprehending of Malefactors. &#x2014;</p>
<p>It would render the Spot, instead of an eyesore, an<lb/>
<hi rend="underline">ornament</hi> to the vicinity: by substituting, to the miserable Poor<lb/>
House, a magnificent and elegant structure, and, to the<lb/>
present combination of <hi rend="underline">Swamps</hi> and <hi rend="underline">Lay stalls</hi>, a cultivated <add>Spot</add></p>
