to depend known sometimes to depend: as if the whole
stock of understanding (to say nothing of prolity) as
well as the whole map of power in the nation were
doomed for ever to be confined within that narrow
circle.

Such a notion, I must comply, [ it ^ even serious-
-ly entertained ] is but too well warranted ( as well as
usage can warrant nations do ill-suited to the spirit
of the constitution) by the privacy with which seems always which all
to have been so much affected in parliamentary proceedings parliamentary proceedings have always been endeav-
-oured at least to be envelopped. For my own part
however I must comply that williams may disparage
-ment to it's representatives I can not bring myself
to think quite so unfavourably of the great body of
the nation. Ghore Judges, one would imagine, did
not think so who in their ciruits have recommend-
-ed the Bill while thus in ambige to the general
attention of the country gentlemen. It is some con-
-solation to me to have the authority and example
of those repectable magistrates on my side. If indeed
the few are indeed to decide (as in truth it seems best they
should) on the interests of the many, it can scarce-
-ly ^ one should think be improper that the many should at least
be permitted to debate.
