21<lb/><head>Panopticon Bill.</head><note>Escape.</note><p>on the part of the Prisoners as in consideration of<lb/>the local circumstances of the said Panopticon<lb/>Penitentiary House or of any other place in which<lb/>under the authority of the said Governor the said<lb/>Prisoners or any of them may come occasionally<lb/>to be employed shall be deemed Escapes, or Attempts<lb/>or Preparations towards escape: in which said rules<lb/>and orders to the end that no one may offend<lb/>through ignorance shall be contained a specification<lb/>of the manner in which the same shall be<lb/>promulgated: of which acts an example is<lb/>contained in the paper marked [G.]: and if due<lb/>promulgation shall accordingly have been made,<lb/>and from the nature of the case it shall appear<lb/>that a prisoner committing any such act must<lb/>have been apprised that the same would be deemed<lb/>an escape, or attempt or preparation<lb/>towards escape he or she shall be deemed guilty of<lb/>such escape attempt or preparation as the case is<lb/>although no express nor other proof of the<lb/>intention to escape shall have been produced.</p><lb/>Art. 17. | |||
