I have been not only authorized but required
by the Legislature , and that not once only
but repeatedly to institute set on foot this establishment
not to mention more than one intimation from
one branch of the Legislature — considering that
if set on foot it must be set on foot somewhere
— that the choice of this spot was by different
circumstances confined within comparatively
narrow bounds — and that were it to be if
wherever it were set down instituted it could not be instituted
in any neighbourhood in which the
main objections would not meet it with in at least
equal not to say superior force, formed itself
most precluded from pursuing what otherwise
would have been its creation
