It is plain therefore that the difference, between the value
of the work they might do if at large and that of
the work they are to be put to in these houses, is
for the time their confinement lasts so much loss to the public. The public
as well as they themselves suffer likewise in another view: if their
confinement is long they may have lost a good deal
of their skill by the time it is over, a good deal
