<p>For the exclusion of lights of with tendency, the sanctions<lb/> employed may be either of the punitive kind or the remuneratory.<lb/> When of the remuneratory, the mode <del>in wh</del> of proceeding is indirect,<lb/> consisting in the application of the matter of remuneration<lb/> to rival studies and pursuits.</p>
<p>In the Church of England Universities, for example, it<lb/> is this indirect mode of excluding intellectual light that cuts the<lb/> principal figure. In those <add>richly-endowed</add> Seminaries of <add>corruption &</add>mischievous delusion, a<lb/> plan of this sort has for a long time been systematically pursued.<lb/> Under this limited monarchy, the class of the sub-ruling few can not<lb/> be <add>so</add> <sic>compleatly</sic> excluded as are under the Christian government all<lb/> but the class of this sub-ruling few, from the benefit of all literary<lb/> instruction. Under the guise of instruction some literary matter can not<lb/> therefore but be allowed to come within the cognizance of the<lb/> sense of those to whom useful instruction is professed to be administered.<lb/> Meantime, what can be done is done. Among the subjects<lb/> and sources of supposed instruction, those by which no instruction<lb/> at all, or instruction as much as possible worse than none are<lb/> supplied, are selected with religious care. To excellence displayed<lb/> on these masses of reward, large enough to operate with the most irresistable<lb/> attraction, are held up to universal view: and for straining <add>putting</add> exertion<lb/> to the utmost pitch <add>stretch</add>, the principle of public competition is employed.</p>
