CH.... This comes into the next Chapter — — enterd Distribution of the WORK.
Of LAW in general.
The first Principles of Law as of every other Science,
clothed by necessity in the Garb of Abstraction &
Metaphysics, are not therefore void of Truth, nor
undeserving of Attention.
Taking them by themselves, their
Subtilty will may seem to elude the Efforts of Apprehension,
and shrink from the Test of Judgment: but the
Details which (occupy the Bulk of the Performance, issue from them as from their <add>a root</add>)
while they exemplify and explain their Meaning,
will (detect betray) their falshood or confirm their Truth.
A Law is good, according to the more or less
of clear Happiness which it produces.
(Qn. in a NOTE.) Every Law, as such,
necessarily produces a certain Quantity of
Unhappiness.
In order to be satisfied of this, we must
consider, that an Act which is can be conceived as being prohibited by a Law
must be such an one as Men have a Mind to do,
or have not.
In the latter Case, the Law would be nugatory,
and such as could never enter into the Head of a
Legislator to enact: accordingly we do not find any such
