forms in his own breast a law, which is to
be binding over all the globe in all Countries, &
in all times, and yet does not condescend to
publish that law to the very people Creatures who are to
be bound by it for thousands of Years and
then he publishes it only to a small part of his
creatures, though still it is to bind them all. He
gives them indeed, /according to our Author/ sufficient means of arriving at the
knowledge of this law; and yet the moment he allows that
