And Whereas the more employments<lb/><note>10<lb/>Power to Penitentiary<lb/>Prisoners for ever with<lb/>their wives & children to<lb/>exercise any employment,<lb/>notwithstanding the<lb/>Statute of Apprenticeship<lb/>& local customs</note><lb/>are left open to a man, the more likely he will be to<lb/>pitch upon that which in the shape of wages or otherwise<lb/>will yield him most advantage And Whereas the<lb/>more money a Metasylum man is able to earn the<lb/>easier it will be for him to find a Friendly Guardian<lb/>And Whereas the natural effect of any restraint<lb/>excluding competitors from any species of employment<lb/>(temporary privileges for the encouragement of new<lb/>inventions excepted) is to diminish the cheapness &amp; goodness<lb/>of the work, and that as well by shutting the door<lb/>against better hands as by lessening on the part of the<lb/>existing stock of hands their inducement to improve<lb/>themselves And Whereas no trade can long<lb/>subsist without the influx of new hands And Whereas</p>
