<p> Tobolsk August 28<hi rend="superscript">th</hi> 1782 <gap/></p><p> At Omsk fortress on the frontiers of the Empire towards<lb/>the Kirgisian territories, I learnt by the Russian Gazette<lb/>of Rodney's success in the West Indies. At my arrival<lb/>here yesterday I learnt the death of the Marquis of <lb/>Rockingham, of his being <sic>succeded</sic> by L<hi rend="superscript">d</hi> Shelburne and <lb/>the further changes in the Ministry. The post arrived <lb/>today brings the disagreeable news of the critical situation <lb/>of L<hi rend="superscript">d</hi> Howe who with only 22 sail seems liable to be <lb/>exposed to and even determined to engage with the combined<lb/>fleet of the enemy amounting to 40 sail.
