No otherwise<lb/> than by means of pleasure<lb/> and pain can sensitive <lb/> beings be rendered productive<lb/> of either.</p>

<p>Differ, however, from the <lb/> appellations employed<lb/> in speaking of them as<lb/> ends those employed in<lb/> speaking of them as means.</p>

<p>For conduct of government,<lb/> things are not less <lb/> necessary to be operated <lb/> upon than persons:<lb/> only by physical force<lb/> can things be directly<lb/> operated on.</p>
<p>So as to persons: only <lb/> by force can an obstinate<lb/> intruder be removed <lb/> out of a house,<lb/> if neither intimidation<lb/> nor remuneration<lb/> prove effectual.</p>

<p>2. Intimidation. This is<lb/> force applied to mind. It<lb/> is eventually efficient <lb/>&#x2014; cause of infelicity: evil<lb/> so applied: punishment<lb/> is the most prominent<lb/> and extensive instance<lb/> of its application: under<lb/> Good Rule, punishment<lb/> evil &#x2014; pain-applied to a <lb/> man in case of his<lb/>failing to contribute<lb/> in the manner indicated<lb/> to the maximization of<lb/> felicity.</p>
