<p>S.2. Principle <hi rend="underline">means</hi> employed for the attainment of <lb/> the above ends.</p>
 
<p>1. These means are comprizable, all of them in one<lb/> expression: maximization of <hi rend="underline">appropriate official aptitude</hi><lb/> on the part of rulers.</p>
 
<p>2. Of this aptitude three branches are distinguishable:<lb/> 1. Appropriate <hi rend="underline">moral</hi> aptitude: 2. Appropriate intellectual aptitude:<lb/>3. Appropriate <hi rend="underline">active</hi> aptitude.</p>
<p>3. Of appropriate intellectual aptitude there are two distinguishable<lb/> branches: 1. Appropriate <hi rend="underline">knowledge</hi>: 2. Appropriate<lb/> <hi rend="underline">judgement</hi>.</p>
<p>4. By appropriate moral aptitude understand &#x2014; disposition, <lb/> to contribute on all occasions &amp; in all ways to the greatest<lb/> happiness of the greatest number: in other words to the <lb/> promoting or advancement of the universal interest.</p>

If appropriate <hi rend="underline">moral</hi> aptitude be to a certain degree<lb/> deficient, the consequence is &#x2014; that, by abundance of appropriate<lb/> aptitude in those other shapes the aggregate of appropriate<lb/> aptitude will naturally instead of being <sic>encreased</sic> be<lb/> diminished. If hostile to the interests of the greatest number<lb/> the more able the functionary, the more mischievous.</p>
