Complication the<lb/>evil, more particular and<lb/>sensible shapes what?<lb/>A. <sic>Opakeness</sic>: facility for<lb/>secret and successful operation<lb/> of sinister interest<lb/>opportunity of opposition<lb/>double. <hi rend="underline">Forms</hi> of the two<lb/>chambers differ from each<lb/> other: the diversity becomes<lb/>the subject of an appropriate<lb/>branch of false<lb/>and needless science.<lb/>Those familiarized to it<lb/> by practice employ it in<lb/>creating mischievous obstructions<lb/>which the non-<lb/>familiarized are not prepared<lb/>to prevent or remove.</p><p>5.</p><p>Obscure to the initiated,<lb/>much more to the uninitiated<lb/>public at large,<lb/> members of public opinion<lb/>tribunal: thus is the efficiency<lb/>of that counter-<lb/>force lessened.</p><p>6.</p><p>Axiom 1. In mature <lb/>age, moral aptitude less<lb/>than in youth. In youth, <lb/>greater the <hi rend="underline">excitation</hi> of<lb/>which sacrifice of universal<lb/>to immediate personal<lb/>interest is the result.</p><p>11.</p><p>As to intellectual aptitude<lb/>useless & needless the security<lb/> supposed afforded by<lb/>age. Take any the least<lb/>probably age; say 21. Unless<lb/>the majority be under this <lb/>age, and thereby rendered comparatively<lb/> deficient in<lb/> wisdom, if some were not<lb/> half the age, no sensible<lb/> evil would result.</p><pb/><p>12.</p><p>Eminently improbable<lb/>is any considerable<lb/>number of adults located<lb/>by such bodies<lb/>only in proportion to<lb/>length of life are opportunities<lb/> of self-manifestation<lb/>abundant<lb/> This as to life at large,<lb/>particularly as to political<lb/>d<hi rend="superscript">o</hi>.</p><p>13.</p><p>Dilemma against a 2<hi rend="superscript">d</hi> Chamber.<lb/> State of things, to<lb/>which, if to any, this <lb/>retardation is apt, is the<lb/>formation of a new<lb/>Constitution by unexperienced<lb/>men. but in<lb/> that state, demand for acceleration<lb/>is highest. The<lb/>Constitution settled, the longer<lb/>it has continued, the<lb/>greater the experience,<lb/>the less the danger of precipitation<lb/>the demand for a retardative.</p> | ||
