forkind of cloth or piece goods in the state of rags, whither the sum be made of flax, hemp, cotton,
wooll, or silk or any mixture of the said materials
in the state of ragsor any kind of decayed cordage
known by the name of Hand-shift or any of the aforesaid
matrials in a decay'd state having been spun spun state only and not woven;
to the amount of that is to say if purchasing 28 lb of in weight in the stile
of any one person. or number of persons
acting in partnership at any one time Licence Duty

or CordageSale any Rags for Paper-making as list above particularized,
but under Class the first never purchasing the same otherwise them by silint:
that is to say, never but in less quantity than
