has the entire management of it under Prince Potemkin,<lb/>

of all the Marine there. He chose the Spot not above<lb/>
two <add>or 3</add> years ago, when there was not even a Hut, and he<lb/>
expects in a few years to see a Fleet of 32 Sail of Ships<lb/>
of which Twelve are to be of the Line: Sheds to cover<lb/>
them are also to grow up with them, and all at the<lb/>
instant is to be brought to the Pitch of perfection.<lb/>
he has the favour of the Empress, &amp; her Ministers, and<lb/>
Snaps his fingers at the Admiralty.</p>
 
<p>He gave me a general description of his Plan during<lb/>
the half hour I was with him: and so flattered was<lb/>
he with the hopes of success that he would fain prove<lb/>
to me that what had been by others considered as<lb/>
an unsurmountable obstacle, he depended upon as<lb/>
the greatest advantage. But such a Plan as This<lb/>
none but a Russian, I believe, could have suggested<lb/>
certainly None but Russians would pursue: supposing<lb/>
the Enemy disposed for Peace or war, and able or not<lb/>
able to molest them, the Plan cannot but be absurd;<lb/>
I have just now been reflecting upon it this half hour<lb/>
which puts me out of all patience with Them.</p>
