<p>The <hi rend="underline">sorrow</hi> may be admitted, as it is not<lb/>pretended to be accompanied by <hi rend="underline">surprise</hi>.</p>

<p>In this paragraph we see promulgated an<lb/>article of a new complexion in the law of nations:<lb/>that if two powers engage in a defensive treaty,<lb/>and the <foreign><hi rend="underline">casus foederis</hi></foreign> occurs, it depends upon<lb/>any <gap/> power whatever to dissolve the engagement at<lb/><add>pleasure</add>.</p>
