5 Mr Bentham's
Penitentiary Plan
Between clear expence of the Hulk plan and that of Mr
Bentham's plan it / must have been already
seen that it is impossible for Your Committee
to take draw any parallel that can be depended
upon: because as yet they have no sufficient means of
knowing nor are likely to have any sufficient
means of knowing either what may would be in future
the real value of the labour of the prisoners
under that management, or at what expence
it would continue to be extracted. Compelled
thus to have recourse to suppositions they can
not help regarding it as a supposition rather
favourable to the Hulk plan upon the whole,
if they suppose set down the real value of the labour
extracted under that plan as equal to the
difference [betwixt that and the the expence of expence of
Mr Benthams] betwixt the known expence of
the two plans.
In this consists one great advantage of
his plan: that the expence of it is known to
a certainty: and that accordingly whatever saving accrues
from it to the public at any time, takes place
of all profit to the individual, and takes place
