Of all these several heads of expenditure<lb/>
there are few or none which considered in a general<lb/>
point of view might not afford indications capable<lb/>
of being made of use with a view to practice<lb/>
sometimes with a view to <del><gap/></del> reduction of expense,<lb/>
sometimes to what comes to the same<lb/>
thing, <sic>encrease</sic> of service.</p>
 
<p>The use of this expenditure is to give efficacy<lb/>
to the system of penal laws: to render the<lb/>
degree of <add>that</add> efficacy in each successive period as<lb/>
great as possible.</p>
 
<p>The <add>degree of</add> efficacy of that system <del><gap/></del> for and<lb/>
during any given period considered by itself<lb/>
<add>say in single year</add> will be in the proportion of the <add>total</add> number of offences<lb/>
punished <add>within that period</add> to the number of offences known<lb/>

IX. Prosecution
Of all these several heads of expenditure
there are few or none which considered in a general

of being made of use with a view to practice
sometimes with a view to reduction of expense,
sometimes to what comes to the same
thing, encrease of service.

The use of this expenditure is to give efficacy
to the system of penal laws: to render the
