Keepers of Lodging Houses. As objects of
taxation no occupations could be worse
chosen. Those who let out The circumstance that distin The circumstance

be fitter objects of exemption from other taxes,

little seldom tenanted as to produce no profit would
be taxed as high as the most constantly tenanted
and productive.

The use and only use of a licence in the
instance of this numerous class is by
means of the controul it would create they
might be engaged to furnish such information
respecting the with regard to their respective lodgers as might
the tracing out afford a degree of facility
at present unknown for tracing out the distrust
of all descriptions. Partly for this
partly for other purposes It This would be an
advantage in dividing them into classes
distinguished by the price of the lodging and thence by the degree of respectability of
the House, because there are certain classes
which on account of their including a more
delin greater proportion of delinquents
than others, will require to be looked to
with a more attentive eye. For the more
effectually marking and keeping up the distinction
a different there may be a use in allotting
a different quantum of duty to each class, but for [+] this

duty as low as from
1s a year to 3s or 4s might
suffice, 6d & no more
being the common difference.
