factitious expence. The utility of it depends
upon the extent copiousness of its circulation, and the copiousness
of its circulation upon its cheapness.
A tax of this sort, how slight light would
operate pro tanto as a prohibition: a and prohibition
of information necessary to the administration
of penal justice.

By the cheapness that events be the result
of so unexempted a the exemption
from factitious expences, and the unexampled
degree of circulation that would be the natural
result of so unexampled a degree of cheapness,
a publication of this sort might notwithstanding its cheapness, be made
nearly to pay its own expences: but were
it to cost several thousands a year, thousands
a year could scarcely be more advantageously
bestowed.
