Police Gazette
With this Police Gazette all persons holding
licences under the proposed Board should be regularly
supplied at a price by and from the Board.
By this means, every information respecting
property supposed to be stolen being immediately received
and circulated by the Board and as immediately inserted
in the Gazette, if any of these persons received the
property thus advertised, it would be with their eyes open.

As to the abuses to which an exemption such
