[Universal dislocative<lb/>why.]<lb/>[Corruption]</note><lb/>(2<p>13.<lb/>Here then are two parties<lb/>with an indefinitely vast<lb/>mass of money and<lb/>money's worth in view: by<lb/>agreement, individuals in<lb/>both parts having power<lb/>to convert the whole of it<lb/>to their own use. without<lb/>such agreement, neither.</p>14.<lb/>In all, of the same<lb/>materials is human nature<lb/>composed. For the purpose<lb/>of special agreement,<lb/>were any such necessary,<lb/>the business of these<lb/>despotic offices would suffice<lb/>to establish a sufficient<lb/>intercourse.<p>15.<lb/>But for establishing the<lb/>partition in question, with<lb/>the mutual sinister benefit<lb/>belonging to it, a<lb/>mutual <hi rend="underline">understanding</hi>, without<lb/>any express agreement,<lb/>suffices.</p><p>16. Terms of such agreement,<lb/>supposing it expressed,<lb/>Supreme Executive to<lb/>Members of the Legislative.<lb/>Preserve my patronage<lb/>from decrease, each of you<lb/>shall receive from me a<lb/>reward out of it: give<lb/>increase to it, greater<lb/>reward. Members in<lb/>unlimited number to<lb/>Supreme Executive — Be it<lb/>so. Render to me that<lb/>service, I will render to<lb/>you the correspondent<lb/>service.</p><pb/>17.
