Constitutive<lb/>[Universal Dislocative<lb/>why]<lb/>[Corruption]</note><p>2<lb/>Thus then is corruption<lb/>planted, knowingly, in the<lb/>Constitution, by the very hand<lb/>which, with <sic>it's</sic> utmost<lb/>force, is labouring to<lb/>exclude it: corruption, the<lb/>continual tendency of<lb/>which (he sees) is to<lb/>destroy it. For an indispensable<lb/>remedy, he lodges<lb/>in it at the same time<lb/>this universal dislocative.</p><p>2<lb/>For this remedy there might<lb/>not be such absolute need<lb/>on two suppositions.<lb/>1. That under this Constitution,<lb/>prohibition, with punishment<lb/>would be an<lb/>adequate preventive —</p><p>2. Any other Constitution<lb/>could exist, having no<lb/>corruption in it or<lb/>But neither supposition<lb/>is true.</p><p>2<lb/>1. Punishment is <sic>compleatly</sic> inapplicable.<lb/>1.
