The business of the present Bill is to put into a
legal shape and principal

The present Bill exhibits part of a system
the foundations grounds of which has been have hand been hand down in the Practise
in the Police of the Metropolis by Patrick Colquhoun Esq: was <add> and taken</add> which has been
taken up in the year 1798 and was recommended by the Committee of the
House of Commons called the Committee of Finance,
and which in the course of the <add. its passage</add> progress through the
Committee and since, has received addition from
his own and other hands.

It consists the matter of the present Bill is composed of two main branches, distinguishable
from one another — in conception at least, and by possibility in practice — an extensive
licencing system, upon the principle of the
existing Alehouse licencing System <add> for the licencing of Public Houses <a/dd> and the establishment
of a different <add> an appropriate
authority — a new Board, for the
