It may occur as an objection to the R
thus required, that they will be excessively voluminous,
and so much so that the expence of Paper will of itself be an
object of considerable account. It For obviating this objection, it may therefore be expedient
to be prepared with measures of economy x
Paper: viz:
1. The Paper should be purchased at some Paper Mill
and by this which means the middle-mans profits 25
per Cent perhaps or some such matter upon the x price
of the Paper x may be saved.
2. The Paper employd by the Board might have
a conspicuous distinctive and conspicuous mark upon it:
in which condition it might be made penal to
employ it for any purposes other than those
of writing to or from the Board: especially as any
contravention of this law would carry its own evidence
upon the face of it.
3. In x an account of the annual quantity of
paper employd, expended and the expence thereof, credit should
be x for such part of the expence as is x
to government by the Duty: a statement which though
it makes no di does not affect the x expence,
