Your Committee had proceeded thus far
on their inquiries, when by mere accident a fact came to light
which throws a new colour upon the complexion
of this business. In Woolwich Warren, under
the management of the Board of Ordnance no less than
5 pints of Beer per man are given to the Convicts thus
employ'd. By Beer we presume is meant
strong Beer, and Por Porter being the cheapest
kind of strong Beer, that we presume is the
sort. Five pints of Porter at 1 3/4 per pint
(the retail price) makes 8d 3/4 a day: (say to
avoid fractions, 9 d.) This 9d 8 3/4 subtracted from
1 s — 5 d leaves the neat alledged profit by upon this labour
of the artificers part of the community reduces it from 1s 5 d to 8 1/4 (instead
of 1s: 5d) subtracted from the alledged
profit upon the labour of the Common—Labourer
part it reduces it from 1s to 3d 1/4. 1
shilling was the original maximum; 9d the original
minimum: at present therefore at the expence
of 8 3/4 in both cases an addition of
5 1/4 is purchased in one case, and of 3 d in the
other. Such is the footing on which the business
has been carried on for years. This circumstance
of which no mention was made in the Returns,
may serve to shew how difficult it is to
come at the whole profit and loss of business due
on account of for government, and with what caution all
suppositions of profit ought to be received. It is impossible
The most heads heedless individual could
never have gone on in the practice of such management
for any such length of time. Is this economy
peculiar to the Board of Ordnance? or does it extend
itself to the navy Board? is it confined to the Ordnance works
at Woolwich? or does it extend itself to those at Portsmouth
and Langstone Harbour? These are facts which Your Committee have not had time to bring to light
