Fields of Service<lb/>Terms of Service<lb/>1.<lb/>Art. 1. To Subordinates,<lb/>Legislature will allot<lb/>fields of service & functions:<lb/>regard had to<lb/>Constitutional Principles,<lb/>as above: particularly<lb/>in Army & Navy<lb/>Sub-departments, as per<lb/>Ch. X.</p><p>2.<lb/>Art. 2. As to functions,<lb/>kept in view will<lb/>be those brought to view<lb/>as to Superordinates —<lb/>the Ministers in §. 4.</p><p>3.<lb/>Art. 3. Special cause of<lb/>dislocation excepted,<lb/>during life continue<lb/>located Subordinates in<lb/>the several Sub-departments.</p><p>4.<lb/>Art. 4. These are<lb/>1. Resignation.<lb/>Promotion in the same<lb/>line.<lb/>3. Transference, with consent,<lb/>to another <del>line</del> <add>Office,</add><lb/>the same or another Sub-department 2/in §. 21. <gap/> etc.<lb/>4. Dislocation, as per §.
