Itinerant Purchasers

Cloathes, not to
purchase Old
Metals
The class of Itinerant Purchasers of second hand
goods seems at any rate a dangerous one. One
means of lessening the danger might perhaps be
the giving to the Board a power of limiting the
District within the compass of which each and
every such Purchaser shall be permitted to go his
rounds; and to require that he have a fixed abode.
In this case, though he will be Itinerant, so
far as concerns the going his rounds within his
district, he will at the same time have a residence
by means of which he will be amenable to justice.
Without this regulation, a Pedlar who has
purchased stolen goods in a place where he is not
known, may, by continually moving shifting from place
to place, and disposing of his purchases at the
house of some wholesale dealer Purchaser at a distance,
escape discovery with as much ease as a person
now that he is not subjected to the contract of a
licence.
