Hence, the need of<lb/>knowing the quantities<lb/>and qualities of those he<lb/>has in possession or at<lb/>command.</p><p>Means or 2 15<lb/>Art. ___ or 2 Sole mode<lb/>of knowing these.<lb/>To the stock in the<lb/>Inventory, add the sum of<lb/>the subsequent receipts<lb/>and deduce d<hi rend="underline"><hi rend="superscript">o</hi> of the<lb/>issues.</p><p>If the result is correct,<lb/>it will give on the face<lb/>of the Register the stock<lb/>then in possession, and<lb/>this, on inspection, will<lb/>be seen forthcoming<lb/>only if by his own<lb/>inspection can the<lb/>Minister, as to the existence<lb/>of any portion of<lb/>his stock, receive direct<lb/>& immediate evidence.<lb/>This being for the most<lb/>part impossible, the<lb/>next best is the report<lb/>of Subordinates, who<lb/>say they have had inspection<lb/>of it.</p> | 1824.
