1826. Jany.
Constitutional Code.

Ch. IX. Ministers Collectively Subordinates
§. 19 Subordinates
§.14. Locable who.
Objection 1. Time insufficient.

Ch. IX. Ministers Collectively Subordinate
§. 19 Subordinates
§. 14. Locable who
Objection 1. Time insufficient

(a.)
Objection 1. Time insufficient:
viz. for making
known aptitude,
absolute and comparative,
as to the several
branches.

Answer 1. How short
soever aptitude absolute
and comparative
will be produced and
made known.
2. As to the several
branches, time may
be added till what
is regarded sufficient
has been made requisite.

Judicatory — its uses
1. Creation of the aptitude
by production
of the exertion.
Ways in which it is
conducive to this.
1. Assurance given to
Parents of their children
acquiring the
attainment: viz. by
the evidence produced
to Public Opinion
Tribunal, and the
influence of it's power,
remunerative and
punitive, on their conduct.
2. Prospect afforded
of the eventual
acquisition of the official
situation.

Ch. IX. Ministers Collectively Subordinate.
§. 19 Subordinate
§. 14. Locable who.
Objection 1. Time insufficient

II. To members of the
community at large,
assurance of the
maximization of appropriate
aptitude in all
functionaries of this
Department: viz. by
employment of the
most efficacious
means possible.
To this latter purpose,
a necessary condition
is, that the heads of
the sub-departments
have seats in this
Judicatory.
1. The more compleat
the assemblage of these
locators, the more
exciting the encouragement.
2. The more strenuous
the exertions.
3. Aptitude of the direction
given to them the
same, the greater the
aggregate aptitude acquired.

To the members of the
community at large, will thus
be produced, without
additional expence, this
body of useful instruction
in all it's branches.
The instruction would
have it's value to all;
those included to whom
the official situations
would not be objects
of desire.

Ch. IX. Ministers Collectively Subordinate.
§. 19 Subordinates.
§. 14. Locable who
Objection 1. Time insufficient.

Of the quality of the
instruction how much
would depend upon
the choice made of
the branches is obvious.
As to this, see
Chrestomathia, in
which the relation of
the several branches
to the common end —
greatest happiness of
greatest number, &
thence to each other
is held up to view.
