Particular exemplification
of the conduct observed
in relation to
Expirees.
Those who choose to obey them might, those who did not choose
to disobey them could not legally be punished for it. Not To
refuse to obey Disobedience to a new enacted law enacted by the Governor
of New South Wales in New South Wales, would not be either
an outrage or a misdemeanour, if committed manifested in England.
This leading occurrence general notification, by which the condition of
Expirees was for the first time brought upon the carpet
being explained, I proceed to collect the manifestations instances
that occurr in proof of the conduct observed by the
local government in relation to it.
In this little piece of history, it will be necessary
to distinguish two periods of time: the one preceding
the point of time at which the first intimation of the intentions
of Administration here at home in relation to the liberty
in question appears, (as far as the information extends)
to have been received: the other subsequent to it.
2: Conduct of the Governor towards Expirees, principally
in respect of relation to their liberty of departure, before August + the Infractions
was received, of the Infractions subjecting it to his will
and pleasure

No 1. (p.74) July 1789. The condition situation
in which Expirees in general now found themselves placed,
the first time their case was brought upon the carpet,
has been already stated. By one individual in particular,
an experimental proof of the nature of that situation
was at this same time received.—The only evidences
