<p>This penitentiary System (says somebody to somebody)<lb/>
I am <add>have always been</add> inclined to look upon as a good thing: I have<lb/>
been saying so to you any time these two years. If<lb/>
it were a new thing there might not have been these<lb/>
doubts: but its being so old a thing, and treated in the<lb/>
manner you see it has been treated by those who went<lb/>
before us&#x2014;that it is that makes the difficulty.</p>
