<p>Upon this <add>abovementioned</add> scale of <hi rend="underline">ten</hi> establishments instead of one, the<lb/>
<sic>expence</sic> is about midway between <hi rend="underline">three times</hi> and <hi rend="underline">four times</hi><lb/>
as much as it need be: <del>say then</del> <add>to keep clear of exaggeration, say</add> only <hi rend="underline">three</hi> times. But<lb/>
upon the Duke of Portland's plan <add>as above stated</add> there are to be 257<lb/>
penitentiary houses instead of one: say for round numbers<lb/>

This letter,
variety of observations, economical logical, moral, and constitutional taken together: for the present those
belong to the chapter of economy

Upon this abovementioned scale of ten establishments instead of one, the
expence is about midway between three times and four times
as much as it need be: say then to keep clear of exaggeration, say only three times. But
upon the Duke of Portland's plan as above stated there are to be 257
penitentiary houses instead of one: say for round numbers
only 240. If there of are excess to the amount of ten
of 10 house out of instead of one, gives makes the expence
three times as much as it need be, how many times as
much as it need be with 240 instead of one makes the expence? gives Answer,
seventy two thirty six times as much:—for the ratio of 240 to
one is 24 times as great as the ratio of ten to one: 24 times
3 is 72.
