Preface

In two recent Letters to Lord Pelham, the on the subject
of the penal Colony system of penal Colonization of New South Wales as carried on in New
South Wales, the inexpediency of that establishment in every
imaginable point of view has been made out to the perfect
conviction of every person reader whose opinion has happened to come
within my notice.

On my entrance into that inquiry little did I suspect
that the charge of illegality any such blame as that would be either ad found attached
