that in the order of reason a previous one. Suppose<lb/>

in particular is to be done by it? what mischief<lb/>
What are the mischiefs which it can be in the nature<lb/>
of it to prevent. Mischiefs <add>by</add> which the <gap/> themselves<lb/>
may be the sufferers, certainly: plague, pestilence<lb/>
and famine&#x2014; all these may by proper <add>suitable</add> inspection<lb/>
