The service on each<lb/>occasion, for which the<lb/>article is procured, will be<lb/>either:<lb/>1. the standing: to wit <del><gap/></del><lb/>for additions correspondent<lb/>to subtraction <add>by expenditure</add> or<lb/>2. <add>newly</add> additional and new.</p><p>20<lb/>Art. 20. Of the standing<lb/>stock the several <add>component</add><lb/>or say <gap/> articles<lb/><del>articles</del> will have been<lb/>ascertained & registered by the<lb/>exercise of the statistic &<lb/>and requisitive<lb/><del>its kindred and consequent</del><lb/>functions.<lb/>So like with the subtraction.</p><p>21. <gap/><lb/>Art. 21. To the Minister it<lb/>will belong from time to<lb/>time in the exercise of his<lb/>inspective function as<lb/>per §. 11. to make ocular<lb/><del><gap/></del> observation by<lb/>Inspective visits or circuits<lb/>as per §. 21 of the<lb/>aggregate stock, the quantity,<lb/>quality & condition of<lb/>its component parts, noting<lb/>the correspondence between<lb/>the same & the accounts<lb/>given of them in the Register<lb/>Book. as <add><gap/></add> § 8.</p><p>22.<lb/>Art. 22.
