Letter 3 1) XVIII Italics
Such as the letterReport shows, has been the neglect. From
the misbehaviourmisconduct, the eye turns naturally and not improperly
to the consequences. AdmittStrikes out the consequences - say that no ill evil may consequences
that more that our evil no evil consequences eitherhaveeither followed from it or are ever likelyin a way to
follow, every thing almost is as it should be, or the
only practical informer is - that the plan being useless
either ought never to have been created, or at any rate
having done its office - if it had any, ought now to be
abolished. Either it never had a use, or the use it had is
at an end.
But the neglect is nothas not been without its consequences. I
give a specimen - I can give no more - Hulks Strip
there of nine truths of these abominations, Your Lordships the Hulks - Lord
hulks Your Lordships hulks -Pelham's Hulks - Lord Pelham and Mr 's Black Holes- would be [+]1 what Bastiles.[+]1 would in this
country, and at
this time of the day
be -
were : SecretsComplaints, like men, escape out of them and then -
escape out of them through there by through negligence. The letter of which the following is the
extract, is from the least abominablehorrible of the two receptacles:-
from that one, in which, upon an expected visit, many some outsides were found fair:
from that one which not having destroy'd so many as an eighth
of its inhabitants in a year, was and perhaps is a Montpelier to the other. Nor yet itAs a ground

object written. and to whom addressed, or from whom
I have asked. FromBy one of the imprisoned wretches to one of his friendsa friend in
a similar the same sad predicament a situation but too senseless.
impose a prisoner in a Jail in one of the distant provinces.
Not official my Lordnot the Report this, it must be confessed., I admitt it. Under Your Lordships
auspices it is not the customaryway for gentlemen in office to make
Reports: especially when paid for it, and when it has been made
their duty by Partliament has made it their duty in express words. Not official certainly my Lord:
governorgentlemen. if they did make Reports, would not complain of
their own governmentacts. — Provoking the effusions of affection the heart
the heart - the little tokens of remembrance from
one poor creatureprisoner to another, [+]3 I transcribe verbatim whatever [+]3 but especially, and
most carefully, omitting
names -
bears reference to the present purpose. Verbatim I say, my Lord:
