Letter 3d
24 Novr 1802
XVI. Improved prisons
And thus now without any original intentions on my part
And now, by a side view by the bye, Your Lordship has seen the
as it were by a side glance, the fourth and last of the four grounds of relinquishment, of the
three first of which my former letter gave a bird's eye view:
any closer one would be too wide a digression from the present
purpose.
To the plan for forcing the country to fill itself
with local Penitentiary Houses upon the gallypol scale,
there are two objections. One is that it will not suffer
itself to thus be forced; to do any such thing to do any such thing another is that
if it would the advantage, resulting from even setting aside the state of the case
it is not desirable that it should, the advantage got by
it would not be every where else indisputable.

1. Instance of the
failure in of the expected improvement:
Cold Bath Fields
prison.
In proof of the latter proposition I will beg leave
to take for an example the most favourite of all these
"improved prisons": the prison in which the admirers of
improved prisons would be most at home, if
they were
at home in any one: the person honoured by that
most especial protection and which it was their especial
care should not "become neglected" be desolate for want of inhabitants.
The prison serving by any of for example, for proof
I will beg leave to refer Your Lordship to a very recent
publication, the from a pen which stiles itself that of
a Magistrate, and which as far as depends on
intrinsic indications, prefers, though anonymous the most
irrecusable claim to confidence. To Your Lordship,
if such things were worth knowing,
the name of the author could scarcely I think, be unknown although though
to me it is, who knew nothing, it remains unknown for choosing it should be reasons
already intimated the sort of reason already mentioned.
occasion I it should be so to me.
+ The True State of the
House of Correction in
Cold Bath Fields, &c.
by a Middlesex Magistrate.
