Dear Sir
I mentioned to Mr Bentham that you have
read his Essay on a proposed Plan for Penitentiary
Houses, and that on your being pleased with it, that
I requested his permission to send you a Copy of it
with which request he has been so good as to
comply. It seems to me, as if the Plan would
be less expensive than Transportation to Botany Bay
In every other respect it is evidently a preferable
System, as it regards Justice Reformation or Humanity
Be so good as to consider the Subject and to
