Dear Sir

I mentioned to Mr Bentham that you have
read his Essay on a proposed Plan for Penitentiary
Houses, and that on your being pleased with it, that
I requested his permission to send you a Copy of it
with which request he has been so good as to
comply. It seems to me, as if the Plan would
be less expensive than Transportation to Botany Bay

In every other respect it is evidently a preferable
System, as it regards Justice Reformation or Humanity

Be so good as to consider the Subject and to
lay the Treatise before the Lord Lieutenant. I hope
to have the pleasure of seeing you in a few days,
when I shall have an opportunity of laying
before you a great deal of Information on the
Subject which Mr Bentham was so kind as to
give me. I own that I am so much a Convert
to his Arguments that I hope I may be directed
to carry them into Effect.
