Explanatory Observation on a Bill for more effectually
securing His Majesty's Stores against embezzlement in the Dock Yards
and other Repositories within this Kingdom and for establishing certain
regulations for the purpose of preventing frauds and abuses by Person
Dealing in Second Hand Naval Stores, HAnd Stuff, Rags, Old wearing
Apparel, Old Iron, and other Metal 1794.

The Preamble of this Bill states not only the existence
of Frauds and embezzlements in the Dock Yards and other Public
Repositories but also that extensive depradations are mede upon the
property of Individuals by Persons Selling Stolen property to Dealers
in Old Naval Stores, Rags, Wearing Apparel Old Iron and other Metals
&c. And certain that the enormities which are committed through
the medium of these Dealers, and the losses which are sustained by the
depradations committed in consequence of the facilities held out by
the major part of these establishments in purchasing every Article
that is brought them without asking any question exceeds all credibility
It is impossible to come exactly at the truth with regard to the extent of
these enormities. But from the best information that can be obtained,
and with the assistance of some intelligent Dealers and others well
acquainted with the Trade the following estimate has been made.

of The loss sustained annually by Government in the embezzlement
of Cordage, Sail CLoth, Junk &c including
the Loss sustained by Ship Owners and others in Naval
Stores purloined from them and sold at the Old Store
Shops near the River - - -£60,000 - -

2dly The annual Loss sustained by the Community at large by
the pilfering and purloining of Articles converted into
Rags and Hand Stuff which are Sold at the Rag Shops
and Old Iron Shops - - - - 20,000 - -
