<p>The Preamble of this Bill states not only the existence<lb/> | |||
of Frauds and embezzlements in the Dock Yards and other Public<lb/> | |||
Repositories but also that extensive depradations are mede upon the<lb/> | |||
property of Individuals by Persons Selling Stolen property to Dealers<lb/> | |||
in Old Naval Stores, Rags, Wearing Apparel Old Iron and other Metals<lb/> | |||
&c. And certain that the enormities which are committed through<lb/> | |||
the medium of these Dealers, and the losses which are sustained by the<lb/> | |||
depradations committed in consequence of the facilities held out by<lb/> | |||
the major part of these establishments in purchasing every Article<lb/> | |||
that is brought them without asking any question exceeds all credibility<lb/> | |||
It is impossible to come <add>exactly</add> at the truth with regard to the extent of<lb/> | |||
these enormities. But from the best information that can be obtained,<lb/> | |||
and with the assistance of some intelligent Dealers and others well<lb/> | |||
acquainted with the Trade the following estimate has been made.</p> | |||
