Thus then it is that in the hands of thepossession of the supreme operative
body, supreme sort operative authority of the State, by whomsoever edplaced rendered so there exists
at all times a sinister interest mass of particular and- of interest acting in
opposition to the line of duty of interest by which they are
prompted to benefit themselves at the expence of the subject
many in the measure that has been maintained: and by this towith this interest correspondingand corresponding and endeavour power is by the supposition
conjoined in the same hands: by this interest according
throughout the whole of this cause with the path they take
be determined - that path consequently the sinister one
except in so far as by the influence of the subject many
acting in the character of their constituents their path can be
kept in theconfined to right course, kept from during into that
same spanish course.

But to mass their massing this benefit, the concurrence of
the two classesthe other class of functionaries is all along necessary: it is
from the hands of functionaries belonging to the
department that the functionaries belonging to the Legislative
department must receive have received whatsoever shares in the mass of benefit in question it may
happen have happened to them to have respectively receivedreceive. Thus
