misbehaviour on the part of the said Joseph White
to the

the time when the said Joseph White was so directed
to draw the same as aforesaid, might have been immediately
proceeded upon viz: in the middle of the month of May 1795 by the said Jeremy Bentham
for the obtaining in relation to the purchase of the other
land pieces of ground that were requisite to the completion
of the spot to be allotted to the said intended Penitentiary
House could not be ever was proceeded upon till the
middle of the month of November then most :
whereby through the wilful default of the said Joseph
