3. Incapacitation
The above passages may serve to shew what were the judgment the
sentiments of past by institutionalists on the idea of exercising
an exercise by any hands than those of Parliament
in a transaction by which a judgment power competent to Parliament
alone was supposed considered as having been exercised
by hands any other hands other than the very hands of Parliament itself.
