Paper (it may seem be said and said in the
way of objection) will soon be defaced soiled and worn
out by soil and wear and tear in the
rough and dirty hands through which the Silver
notes more especially will have to pass. True:
this is what it will be exposed to: but the consideration
presents itself th rather in the light
of a recommendation than an objection. The
loss will not take place in any hands that
had not the power of saving themselves. avoiding it<add> preserving themselves from it To
government it all such losses will be so much
profit: and a profit as unexceptionable as any
other. A tax falls on all alike: a loss of
this sort falls upon men confines itself in a manner to the
careless and insensible.
