<p>To establish an office in London to which shall be transmitted all accounts

of Horses bought sold exchanged or Lost also of all Horses travelling
<lb/>
through any Country for Sale accurately described each of which may be
<lb/>
entered on <unclear>P<hi rend="superscript">r</hi></unclear> Schedules annexed in less than four Minutes whereby

a correct Statement is immediately seen of the progress of all the Horses
<lb/>
in Great Britain rendering it next to impossible to sell or travel
<lb/>
with a Stolen Horse without sure and prompt means of detection as
<lb/>
it will render the Loser of a Horse Direct &amp; certain information
<lb/>
where that Horse was Sold or what County he is travelling in for
<lb/>
Sale - As a Proof of the improbability of two Horses being mistaken
<lb/>
for each other I refer to the extensive powers of the Schedules where
<lb/>
the entries of Horses are so varied as to Amount to Sixty four Million
<lb/>
of Millions Eight Hundred and twenty seven thousand of Millions
<lb/>
and those might be doubled and trebled if necessary but as it must be
<lb/>

from Apprehensions inseperable from such circumstances.</p>
 
<p>As all Acts of Public Justice and Protection of course
<lb/>
abridge for a moment the Liberties of the People and call for a
<lb/>
Surrender of part of their property, th<unclear>is</unclear> Plan here offered need
<lb/>
not during the whole Life of (almost) any Individual take up so
<lb/>
much of their Time or call for so much of their Property as is
<lb/>
often expended in fruitless researches after the Stolen Horse.</p>
 
<p>A very Small Sum paid for first entry and a further small
<lb/>
Sum on every transfer of Horses would amply provide for
<lb/>
the <sic>expence</sic> to be incurred and leave a Balance to be applied
<lb/>
to any Branch of Police Revenue.</p>
