<p><hi rend="underline">Convicts consignable to Panopticon should not be purseposely kept in the Jails</hi>.<lb/> <hi rend="underline">Reasons - Plan of Jail confinement illegal- uneconomical - Building expence</hi><lb/> <hi rend="underline">20 times as great as in Panopticon in Cold Bath Fields- Affords no poss-liberation<lb/> employment - Narrowing Panopticon would render the illegality irretrievable.<lb/></hi>  </p>
 
<p>An Idea I have heard <add>started</add><del>stated</del> is that, in regard to such of the<lb/> <hi rend="underline">transportab</hi>le  <add>Convicts</add> as, instead of their being disposed of according to the sentence, are<lb/> detained in the several County and other Jails, their <hi rend="underline">cost</hi> (meaning their cost<lb/> to Government) is nothing at all : and that, in that consideration, <hi rend="underline">Economy</hi><lb/> might be understood to forbid their being reckoned into the number, for which<lb/>accom<add>m</add>odation shall be provided in the Penitentiary House. &#x2014;<lb/> </p>
<p>On this head I would beg to leave to observe&#x2014;<lb/></p>
<p>1.
