III Mode of Receiving Dividends

10. That, to obviate complaints to secure the
goodness of the money thus employd in the payment
of Dividends, and prevent complaints of bad
money of the part of Note-holders, and disputes
between Note-holders and the local Postmasters in
that subject, each Rouleau be markedhave the outside
a stamp expressive of the name of the Clerk byby (which may be at the bottom which will be flat and even)
whom, or under whose direction and resposibility
it was made up: - and that it be closed at
the top or mouth by a sealed wafer, sealed with an appropriate
seal: the packetseal not to be openedbroken the local
Postmaster, but in the presence of the Note-holder
