3. Incapacitation.

Truth, were it only for its own sake is what on this occasion,
as on all others I would exhibit, as far as
depended upon me. But to my purpose, on in which of
two contrary suppositions the truth would be to be found
makes not the smallest difference. Was This supposed
extra difficulty of return, was it not among the considerations
that determined the choice made of New South Wales?
There the only recommendation which moral man ever pretended
to find in it, at least since the publication of the taken attention given
of it by experience 28th Report of Committee of Finance, falls to the ground.
Was it of the number of these considerations? Thus the choice
was made if it is an offence against the authority of the
legislature—that sort of offence of which the nature has
been delineated described an offence so much exceeding in
the act transaction so much denounced by history as the most striking
of the tyrannies of the tyrannical reign of Richard
the second.
