2. Another item that may be added to the account 2. A sacrifice which may be added to the expence
of expence is the sacrifice made upon Mr Pelham'sattending the reduction of interest, as above, is - that
plan is that of the ad faculty of proceeding upongoing on with the redemption
of the principalof the Debt. By Mr Pelham's plan this latter mode. On that plan, the operation, in
of liberation the present state of things so necessary was given up:— in
even in print of right, for eight years, expressly by express terms, words and in intention, perhaps
for ever. In the existing state of things Since the establishment
of the existing Sinking Funds it could not now be
given up, for any advanta upon any terms: and,
even the principle ofsupposing it possible, and looked upon as
deemed eligible, to adopt the principle of Mr Pelham's reduction that plan, to a certain
extent, it could not be adopted without such
modifications, as would be necessary, to render it compatible with
the institution of these Redemption funds.

reduction to redemption, by the supplies it pours into
the fund; redemption to reduction, by the sums money, which by at expelling
them it from out of the Old Annuities, it drives into the
New.

3. Another sacrifice is that would be to be made upon Mr.. Pelham's plan is- sacrifice of the eventual advantage of ulterior reductions:
the very right given up for eight years
as before: and, for any subsequent period, no prospect
of that foundation laid, nor so much
as a prospect entertainedopened, for any thing that appears.
