PROCEDURE Summary.

One obvious reflection is, that if the Statutes of
an ancient date, such as perhaps for this purpose in a gross view may be said to be the greatest part all that are prior to the reign of Geo , or even to the Restoration, though it must be acknowledged that some which are prior are in these respects, than some which are posterior to this period.are fit to be continued, which establish a summary jurisdiction naked in great measure or
altogether of all those adjective regulations by which
the exercise of it should be governed, are fit to be
continued, these Legislators who at the expense
